To get them, you need to buy a mansion "Thai Pirate Operation", which you can afford after completing the quest "Safe Pirate Ship" (first chapter). At the lowest level, this property guarantees that you will get 4 pirates every 8 hours, and it's worth making a few improvements (the maximum level is 30 - 33 pirates). In addition to pirates, this episode involves collecting another type of disposable items, and in this case there is no problem getting them.
